我国海上风电发展探析与建议

摘要:

大力发展可再生能源是全球范围内应对气候变化的重要手段,也是我国能源结构调整与发展的重要方向。过去十年,我国陆上风电和光伏发电发展迅速,已经逐步进入竞价/平价上网阶段。我国海上风电资源丰富且邻近电力负荷区域,有望成为未来可再生能源发展的主要方向。但是投资和运维成本高、技术不成熟等因素是目前制约海上风电发展的主要障碍。理性分析目前我国海上风电发展面临的形势和困难,充分利用此前陆上风电和光伏产业发展积累的经验,综合分析并思考我国海上风电未来发展模式很有必要。具体分析了我国海上风电发展的必要性,详细探析现阶段发展现状及未来走势,最后给出一些未来发展的建议和意见。

Abstract:

Vigorously developing renewable energy is an important means to cope with global climate change, and also an important direction for China's energy structure adjustment and development. Over the past decade, China's onshore wind power and photovoltaic power generation have developed rapidly, and have gradually entered the bidding price/gird parity stage. China's offshore wind power resources are abundant and adjacent to the power load area, which are expected to become the main direction of renewable energy development in the future. However, factors such as high investment, operation and maintenance costs, and immature technology are the main obstacles restricting the offshore wind power development. It is necessary to rationally analyze the current situation and difficulties in China's offshore wind power development, make full use of experiences accumulated in the development of onshore wind power and photovoltaic industry, analyze and consider comprehensively the future development mode of offshore wind power in China.This paper will discuss the necessity of China's offshore wind power development, analyze the current development status and future trends in detail, and finally give some suggestions and opinions on future development.
